BIS - Barents Information Service, IKT
In the BIS-project information on the Barents Region will be collected and edited as clear information packages and into a illustrative user-friendly www-portal, which will help the end-users to find the information more easily and will also help to promote the Barents Region.The availability and accessibility of the information can be improved by developing the information sources and easy-to-use search systems, for instance, the searching of information from a uniform digital map.Target groups are: politicians in the different countries, persons in public administrations with responsibility for Barents regional co-operation, decision-makers, research institutions, libraries, culture institutions, Barents Virtual University, teachers and students, school children, companies and media doing cross-border trade, and others in need of information about the Region. The information can be utilized globally. Information concerning Barents region will be arranged as a well defined and user-friendly www-based information product for global promotion of the region. Main goals: 1. co-ordinate systematically a network of the information providers of the region (statistics, tourism, traffic, population information, production of energy, customs information, etc). 2. unify information production as Internet-based information. Today Barents region information is fragmented and unsystematic. The BIS project brings together information providers, expert organizations and centralized services in one common electronic information service. The Working Group for ICT ( ITWG) of the Barents Regional Council serves as project support, ICT experts and national contacts. BIS will co-operate with the Barents Euro-Arctic Council, the Regional Council and the Regional Committee's information strategy (Interreg III B). The Regional Committee accepted BIS project in the meeting June 18, 2002 in Oulu (document RK 26/2002). The Norwegian Barents Secretariat will lead the Internet Technology part of the project. The services of the portal can be used by companies and other actors to support planning and decision-making in the Barents Region by utilizing the information available on the portal. Libraries, other information providers, and research institutions in need of statistical data of the area can use the expert and project registers to find contacts. The benefits of the project will come out, for example, as research reports and strengthened research co-operation, as well as improved marketing and sales results for the companies and eductional results. BIS increases the interaction of the companies and research community in the region and growth of cross-border economic co-operation. The end result will be a high-quality OPEN available "one-stop shopping place" for information which will raise the know-how and knowledge of the Barents Region. As the final result BIS should be the permanent and official platform for Barents information and supported by Barents Regional Committee. |
