Binding agreements between municipalities, regional government and the state – a tool in regional development

During this two year development project The Follo region aims at developing models of binding agreements. The cooperation and agreements will focus on development, use of space and infrastructure in the region. These elements shall be managed on an environmentally good way and contribute to sustainable development. Through the project the aim is to develop suggestions for binding cooperation agreements between municipalities, regional government and the state concerning planning and use of policy instruments to develop sustainable use of space and infrastructure to develop collective transport solutions.

The project is going to be evaluated through process evaluation - processes and results shall be documented from project start and through out the project. In addition we shall assist in the development of agreements and deliver a minor counselling book that describes processes and procedures. There will also be written a study with recommendations of how to prevent and handle broken agreements.
